If we cared about the fetus we could do more to encourage family structure which gets into socioeconomics. If the U.S. dropped it's annual direct military appropriation of $700+ Billion (not even considering the surplus expenditures for the GWOT which take this annual figure to the Trillion level) then granted, the U.S. would be able to fund social safety nets as well.
Because it spends what it does on what it spends it on, the U.S. cannot afford the social safety nets you describe.
