He didn't get fined for insulting the ref. He got fined for a reaction on the bench that a camera had to zoom in from the rafters to catch. A very different scenario and a HUGE reach.
He's not on the field of play and HE'S NOT SPEAKING TO ANYONE, which is why thought police is appropriate. How did this disrupt the game? Minus the camera, who on site picked up on this so called egregious lapse in judgment that has no effect on the game or how it will be officiated? It's a reach and the NBA is providing fodder as if this is some teachable moment.

I was like, DAAAAM, $100K???" But, the fine was "Marketing". David Stern is a cold capitalist. He don't care about thought police, or gays, or slurs. He knows that his NBC and TNT deals are contingent upon some things and he's protecting those deals. He knows that people are either indifferent or offended. The indifferent people are still going to watch the game....the offended people may tune out or buy fewer jerseys.
Stern don't want the W-NBA and see a bunch of missed layups...he don't care about equal opportunity...but he knows that getting girls involved in the sport increases his NBA TV deals and apparel sales.
What you want Stern to do? Put his organization through hell to "protect free speech" and fight the good fight?

He got fined for insulting the ref. If you don't like the rules, don't play the game. Or start your own. I'm sure he'd rather pay the fine.

Yes.
He can 'mouth' anything he fucking wants.
He might get punched in his mouth on the way to the team bus.
But that's cool.
Between men.
When the government / plantation massa / david stern starts punishing people for speaking ... we've wandered into the dangerous area of Totalitarianism and Thought Control.
Y'all also need to peep this about how J. Crew has an ad out with a boy with toenails painted....
DV, don't you wear a lot of J. Crew?
