I think you got it dead on, as usual. This is something that has been in development since the late 60's... the US power elites have allowed racism to slow their mining of Africa and now they are resorting to brute force in their effort to catch up with Russia, India and China, countries with well-developed relationships with the continent...
Barack is taking order for sure. Not sure when the orders were given, but I think it was more recent. The least he could do is message it right. Get on TV from the Oval Office and talk like a tough white boy. Get some white boy street cred out of the deal or it's a waste of time. Instead, he looks like a dithering pussy as usual.
