I mean, i've seen infant formula with problems and toys and all kinds of stuff related to children. This is going to sound crazy, but it's like they have some sort of plot to get at the kiddies or something. Just feels weird given the fact that we all know that China plans to rule the world eventually.

It's only that you've heard about children's stuff that's been pulled off the shelves, but so has furniture and other foods. And it's only that you're looking at China-US trade, but they've exported toxically defective goods on Asian markets.
Does that which scares you abt China scare you ten times more about the US who've been trying to rule the world by force for over 50 years now? And who've globally-distributed food, medicines and chemical that's done more harm than good in a number of incidences?

In order to avoid environmental, labor and a host of other regulations, corporation like Mattel or Nestle build factories in China and use Chinese slaves to produce products and when the products are substandard - as anyone with two brain cells would predict they would be - they sick their attack dogs at CNN and Fox News to blame it on "China".
And Americans consume that meme like it's the best new item on the McDonald's $1 menu.

First, you're ignoring China's role in order to focus on the role of the company's using Chinese labor. They benefit from the way the produce products, just like American corporations benefit from the way they produce products. Everybody's benefiting but the consumers purchasing subpar products.
Also, I don't blame China for anything. They are trying to rule the world, just like everybody else. I'm saying it's curious how this continues to happen and folks just chalk it up to a lack of regulation or oversight. Maybe these Chinese companies are well aware of what they are doing with these defective products and their long term health risks, and these American firms are actually lackeys so caught up in generating profits they are missing the bigger plan.

You miss the fundamental point.
When a company puts its logo on a product, it is putting its credibility on the line, regardless of where the product was manufactured.
That is the essence of Trademark law.
When Mattel puts the Mattel stamp on a Barbie, it is telling the consumer that this product has a certain, consistent quality that should be expected of a Mattel product.
But that's not the message that is put out for public consumption. The American dimwhit is told that too much lead on Barbie's face is happening because of "China" (and the music starts to sound ominous) and their desire to take over the world.
If factories in China don't produce top quality products, corporations shouldn't manufacture their products there. But, no concern. With no environmental regulations and cheap labor, we'll let the marketing people worry about the bad press from substandard products, whether its formula or drywall or Barbie.
And the marketing people have done a great job putting the snow job on folks just like you. "It's China's fault". Keep buying Mattel, keeping using that drywall, don't breastfeed your kid because Similac is just as good, and when it's not so good, it's China's fault.
I would call it genius, but it's pretty easy to play the peasants with racial stupidity.

I thought I made it clear that I wasn't absolving either China or the corporations who do business with China. Both parties are aware of the risk for the consumer.
Yes, but before we get to any question of "absolving" anyone, you have to understand the meme war/headfake that is being spoonfed the masses.
Blaming China for faulty Barbies is like blaming the City of Detroit for faulty cars. No one would buy the latter, so why the former? Why? Because there is a well-established caricature of the devious, short-cutting, cheating Oriental that evokes emotions in the American audience.
I was involved in trademark litigation over "grey market" goods, which directly deals with the quality differentiations of goods produced for different markets.
