Jennings once lived life as a closeted school teacher. And, at the time — 1988 — a student told Jennings that he had consensual sex with an "older man" in a public bathroom. Jennings told the student to use a condom and later wrote in his book, that the student "left my office with a smile on his face that I would see every time I saw him on the campus for the next two years, until he graduated."
Jennings' real job title is "Assistant Deputy Secretary of Education for the Office of Safe and Drug-Free Schools." [Orwellian Double-Speak] It is, indeed, an unconfirmed position, but it was, of course, created by an act of Congress.
The Office of Safe and Drug-Free Schools was created by George W. Bush's No Child Left Behind Act. It was designed as the successor to the Safe and Drug-Free Schools and Communities Program, which was created in 1986, as part of the general Reagan and Congress anti-drug hysteria leading up to the '86 midterms.
In other words, it was the "drug-free school zone" program for a couple years until it got tossed in with some Columbine hysteria in 2002. What it amounts to today is an official Social Engineering Program, designed to shape and mold children in areas far beyond Reading Writing, and Arithmetic.
