Bringing in law enforcement at younger and younger ages makes children more accustomed to accepting totalitarian interference in everything, and grows them into adults who will be obedient to anyone in a uniform of the state.

This is a pattern. Not only were all these children Black, they were subjected to the criminal process at a young age. This sends a clear message of the consequences for disobedience. No more detention. No more suspension. Straight to jail if you disobey orders in any way.
A fascist state needs a docile populace. Hitler knew what marketers know now - indoctrination is more effective when you start young. Indoctrinate them to know that the state owns them and controls everything they do.
