And the official and practical alternative of underwarning and underinforming the 65 million living up and down the east coast would be what? You didn't pay any attention to the chaos resulting from the tiny little tremors last week?
Humans are constantly surveying their environment for signs of religious, food, economic, etc. dissent. Dissent represents an opportunity to feel more secure either by joining an existing social group or by forming a new one.
"paranoics" is just another group. You are pathetic social animals who need to group with others to feel well.
