You've even implied the Haitians, may actually lack some of the inherent resources common among human beings who are capable of governing themselves.

Now that it becomes readily apparent, with a casual observation of the obvious, that the Haitian people do not and have not actually "governed themselves" for decades ... you want to play semantics footsie with Brother Cesar.
