Haiti is full of oil say Daniel and Ginette Mathurin
Scientists Daniel and Ginette Mathurin indicate that under Haitian soil is rich in oil and fuel fossible which were collected by Haitian and foreign experts. Il rapelle qu'un document du parti Fanmi Lavalas au pouvoir en 2004, avait précisé les nombreux sites d'hydrocarbures en Haiti. Daniel Mathurin reveals that investigations of several previous governments have allowed to verify the existence of these large deposits of oil. It reminds a document of Lavalas party to power in 2004, had specified the number of sites in Haiti hydrocarbons.

Interrogée sur la non exploitation de ces sites, Ginette Mathurin a précisé que ces gisements sont déclarés réserves stratégiques des Etats Unis d'Amérique. Tout en faisant état de son imcompréhension d'une telle situation, elle rapelle que la caraïbe est considérée comme l'arriere cour des Etats Unis. Asked about the non-exploitation of these sites, Ginette Mathurin said that these deposits are declared strategic reserves of the United States of America. While stating his incomprehension of such a situation, it reminds that the Caribbean is considered the backyard of the United States.
Moreover, Daniel et Ginette Mathurin show that uranium 238 and 235 and the deposit zyconium exist in several regions including in Jacmel. Uranium is used in nuclear reactors to produce electrical energy.

Why hasn't Haiti exploited its oil resources up until now?
^^Why haven't the Palestinians developed the gas reserves off the Gaza coastline?
I think this is obvious for both places...they don't have the resources (or in the case of the Palestinians control of the coastline).
But maybe more appropriate questions would be:
Why haven't they BEEN EXPLOITED? That's why I don't think Haiti has oil adds up.
Why WAS HAITI NOT exploited for oil earlier? They are and have been for some time in a very weak position and could have easily been picked off, that's why I don't think this adds up.
And why haven't the Israeli's developed the gas reserves?
If Haiti has oil, it would be great if they could exploit that resource and where the people rather than just a small elite benefit. But again--that's just one more fossil fuel producing country.
If that's true, they simply never had the tools. But wait a second, now US can help and take care of that with a treaty.
Just like the did with the South American countries. Countries rich in resources, but you see kids diggin' for food in piles of trash.
The development of a country has nothing to do with their natural resources. If not the US wouldn't be what it is, neither Japan.
The development of a country depends on how they can integrate to the capitalist system. And that means pulling their pants down a little.

I don't really think it's about the tools or resources; but maybe other reasons. It takes a long time to find oil; for example Ghana's oil discovery is nothing recent but dates back to the 1890s when British colonialists began constructing exploration wells. The most significant discovery was in the '70s by a Canadian company but lack of accessibility to the deposits, country politics or squabbles between corporate nations for drilling rights were part of the problem.
With Haiti; length of time for oil prospecting, infrastructural and political problems could be reasons why it's been 'unknown', but probably not to the area's locals. Knowing how the Plantation works, I wouldn't be surprised to read some corporate nation's been quietly drilling in Haiti and now their cover's blown.
