If Hayes as representative of the GSBS has a White mother and self-identifies as Black, IMO there can't be any limits on whom he chooses to marry. His mixed race baby is considered Black.

Because in the Western world and the Caribbean, people still pretty much operate on the 'one-drop rule'. If your parentage is Black, you're considered Black even though in more specific terms in the UK, one might be considered Mixed Race Black. In the same way US Halle Berry's daughter and Tiger Woods' CauBlAsian kids are bi-racial or multi-racial Black. Black is the dominant marker of mixed race identity, not White.
