If it were solely "self-determined" that would be the case. But as with any criminal gang membership it requires recruitment and acceptance by the other gang members in addition to one's own classification as a member of the criminal gang. And, of course, it requires the collective power of the criminal gang members to make the gang membership stick vis a vis the rest of humanity.
